Summary / Procedure
This
is a summary of the required Qld state and federal procedures and sequence for import, compliance and registration of a new
oversize / excess mass heavy trailer / machines. Heavy trailers are ATM greater than 4.5t.
1.0 Assessment – before the trailer is purchased / imported it is advised that
the mass and dimensions are assessed to ADR and state regulations to check that trailer will be able to be registered.
2.0 “In principal to register” approval by Qld Transport
is an assessment procedure that will provide an ‘in principal’ approval letter as assessed by Qld Trans engineers.
Trailer is assessed to excess mass and over dimension guidelines.
3.0 Import approval must be obtained
from DIT (Dept of Transport and Infrastructure – federal) before trailer is landed in Australia. To
obtain Import approval the machine must have:-
- Manufacturer allocated VIN
- “In principal to register”
from Qld Trans or other state
4.0
Once trailer is landed it is inspected and weighed
(supervised weigh) by Qld Trans to ensure quoted masses are correct.
5.0 Trailer is also inspected by compliance engineer to ADRs and required modifications for compliance
are advised. HVRAS form (Heavy Vehicle Registration Assessment Scheme) is completed by compliance
engineer – this checks vehicle on road dimensions.
6.0
Application for IPA (Identification
Plate Approval) can now be submitted by compliance engineer to DIT – federal government. This is
federal approval of ADR compliance.
7.0
Once IPA is granted identification plate (or compliance
plate) is ordered from Niddrie Nameplates and affixed to vehicle in nominated position. Any number of identical
trailers can now be fitted with an identification plate using this approval no.
8.0 Permit to Operate is then obtained
from Qld Trans for oversize / excess mass trailer.
9.0
Vehicle can now be registered with Qld Transport and
must be used in accordance with any Qld Trans Permit to Operate conditions.
10.0 For subsequent trailers being imported that are identical to this first one – all above steps except
6.0 are required for registration. Please note identical trailers must have the same number of
axles, axle type, suspension type, brake system type otherwise they are new trailers or new variants and step 6.0 will be
required.
Heavy Trailer ATM Rating
Rating of pre ADR (1988) heavy trailer ATM can be done by DB Autotech as
now required by Qld Transport. To allow ATM rating the following modification codes must be done:-

S12 – Aggregate Trailer Mass Rating for Non Standard
Trailers
Lazy axle fitment
Truck GVM upgrades / downgrades
Truck GVM cannot be
altered solely for the purposes of cheaper registration, car license usage or increased payload.
Qld Transport stipulates that the GVM must be up/down graded to the next manufacturer
GVM option and the vehicle must be physically modified to the specification of that next GVM option vehicle.
This regulation excludes campervans/motorhomes that
are allowed to be GVM downgraded to allow them to be driven on a car license (under 4.5t GVM).
The fitment of a lazy axle to a truck to increase the GVM must be in line with
a factory variant of truck fitted with a lazy axle – ie: the specification of the upgrade parts and proposed GVM is
in line with the factory lazy axle variant.

correctly comply a lazy axle fitment several codes are required to ensure complete compliance – as required:-

Campervans and Motorhomes

Qld Transport
have introduced new criteria for a vehicle to registered as a motorhome / campervan:-
- Living space cannot be detachable
- Cannot contain space for transport of goods – ie: car, horses
- Living space must be accessable from cab
- Fixed table (or removeable)
- No. fixed seats equals / exceeds no. sleeping berths
- Permanent - cooking facilities
- Permanent - storage facilities – cupboards, etc.
- Fire extinguisher
- Outward facing opening or sliding door on LH side or rear of vehicle
Other items that may require a modification plate are:-
- Poptop campers, fitment of doors or other body modifications require a K3
code for cabin conversion.
- Seating capacity
reduction / increase requires a LK1 code.
- Fitment of new seats will require a LK1/LK2/LK6 code.
It is allowed for campervans and motorhomes to have their GVM downgraded to allow them to be driven
on a car license (under 4.5t GVM).
Seating and Seat belts
All seating, seat belt
and child restraint modifications must use approved parts:-
- Seats must comply with ADR 3 or VSB 5a/b – see links in “Contact Us”
- Seat belts must comply with ADR 4, AS 2596, E, ECE,
EEC marked.
- Child restraints and anchorages
must comply with ADR5, ADR 34
Mounting
of seats, seat belts and child restraint anchorages must be in accordance with vehicle codes of practice – please contact
us for information.

and test seats to VSB 5a/b (National Codes of practice for seat manufacture - see links in “Contact Us”).
In the past we have designed, tested and approved folding seats in the back of prime mover cabs and passenger vehicles.
Machine
/ Earth moving equip brake testing AS 2958 and ISO 3450
DB Autotech has done brake testing and certification on various Earth moving equipment (graders,
excavators) to Australian Standards AS 2958 and ISO 3450. Our brake testing equipment is compliant with
ISO 9248 as required and we can provide test data or a complete compliance report as required. Test equipment
is portable and testing can be performed at any location required.
Noise Testing

Autotech has noise testing equipment that is compliant with IEC 651 Type II and we can provide test data or a complete compliance
report as required. Testing can be performed on any vehicle or machine. Test equipment
is portable and testing can be performed at any location required.
Seat Testing to ADR
DB Autotech can perform
all static seat, seat belt anchorage and head restraint testing as required by VSB 5 (ADR 3, 5 and 22). We
can provide test data or a complete compliance report as required.
